Sovereignty of State

State sovereignty is the legal authority and responsibility of a state to govern itself without foreign interference. It is the power a government has over its territory, people, law, and trade.

International law defines a sovereign state as having: A permanent population, A defined territory, A government not under another, and The capacity to interact with other states.

Rights of a Sovereign state:
1. Regulate the entry and stay of foreign nationals on their territory
2. Grant nationality
3. Choose their own constitution, form of government, and economic system
4. Write and enforce their own laws 

However, state sovereignty should be exercised in full conformity with the obligations of the state under international law. 

In federations, sovereignty belongs to the federal government. In confederations, sovereignty belongs to the independent states that choose to join the political arrangement.
