Under the Juvenile Justice (Care and Protection of Children) Act, 2015, a "Child in Need of Care and Protection" is distinct from a "Child in Conflict with the Law" (who has committed a crime). A CNCP is a child who:
Is found without any settled place of abode or visible means of subsistence.
Is found begging or living on the streets.
Resides with a person who has threatened to kill or abuse the child.
Is mentally or physically challenged and has no one to care for them.
Is an orphan or has been abandoned.
These children are produced before the Child Welfare Committee (CWC), which ensures their safety, education, and health.
