Always Dependents: Widow, minor (legitimate or adopted) son, unmarried (legitimate or adopted) daughter, or a widowed mother.
Dependents if actually dependent: If they were wholly or in part dependent on the earnings of the employee at the time of death: Includes a widower, a parent other than a widowed mother, a minor illegitimate son, an unmarried illegitimate daughter, etc.
Others: A minor brother, an unmarried sister or widowed sister if a minor, a widowed daughter-in-law, etc.
