The "Prohibitory" Rule: Once a forest is notified as "Reserved," all activities (grazing, felling, trespassing) are strictly prohibited unless a specific written license is granted.
Legal Finality: Under Section 20, a final notification is issued only after a Forest Settlement Officer has settled or extinguished all private claims to the land. This makes the "Reserved" status very difficult to revoke.
