The "Appropriate Government" is the authority responsible for administering labor laws in a specific instance. Under Section 2(a) of the Industrial Disputes Act:
Central Government: Is the appropriate government for industries carried on by or under the authority of the Central Government, such as Railways, Ports, Mines, Oilfields, Banking, and Insurance companies.
State Government: For all other industrial disputes, the State Government in whose jurisdiction the establishment is located is the appropriate government.
