The Act was conceived during the colonial era and continues to serve several functional needs:
Consolidation of Laws: It brought together various local forest laws into one comprehensive national framework.
Regulation of Forest Produce: To control the movement (transit) of timber and other forest resources.
Revenue Generation: It allows the State to levy duties on timber and other produce.
Defining State Ownership: It provides a legal mechanism for the State to claim ownership over "wastelands" or forest lands not previously owned by individuals.
Conservation: It establishes categories of forests to protect biodiversity and prevent unauthorized encroachment or deforestation.
